Crossing Lancaster Sands, Morecambe Bay, by an embankment arcing from Hest Bank to Humphrey Head; over Cartmel Sands by an embankment through Chapel Island; tunnel from Pennington to Kirkby Ireleth; over Duddon Sands by an embankment. The embankments would each allow the reclaiming of thousands of acres of land to agriculture.
